Artificial Limbs Manufacturing Corporation of India (ALIMCO) is a Schedule ‘C’ Miniratna Category II Central Public Sector Enterprises, registered under Section 8 (Not for Profit motive) of the Companies Act 2013, (corresponding to Section 25 of the Companies Act, 1956) is functioning under the Administrative Control of Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities. It is 100% owned Govt. of India Central Public Sector Enterprises with an objective of benefiting the persons with disability to the maximum extent possible by manufacturing Rehabilitation Aids for persons with disabilities and by promoting, encouraging and developing the availability, use, supply and distribution of Artificial Limbs and other Rehabilitation Aids to the disabled persons of the country. Profitability is not the motive of the operations of the Corporation and its main thrust is in providing better quality of Aids & Appliances to larger number of disabled persons at reasonable price. The Corporation started manufacturing artificial aids in 1976. It has five Auxiliary Production Centres (AAPCs) situated at Bhubaneswar (Orissa), Jabalpur (M.P.), Bengaluru (Karnataka), Chanalon (Punjab) and Ujjain. The Corporation has five Marketing Centres at New Delhi, Kolkata, Mumbai, Hyderabad & Guwahati.

The Office of the Chief Commissioner for Persons with Disabilities is a Government of India agency under the Ministry of Social Justice and Empowerment. This has been set up under the Persons with Disabilities Act, 1995 It is mandated to take steps to safeguard the rights of persons with disabilities.
Under Section-80 of the Rights of Persons with Disabilities Act, 2016, the State Commissioner for Disability has been entrusted with the task of solving the problems related to the rights of persons with disabilities. (Functions of the State Commissioner) sub-section 80 (b) provides that the State Commissioner shall, suo motu or otherwise, inquire into the deprivation of rights to persons with disabilities and the safeguards available to them in respect of matters for which the State Government is appropriate. A disability is any condition that makes it more difficult for a person to do certain activities or effectively interact with the world around them (socially or materially). These conditions, or impairments, may be cognitive, developmental, intellectual, mental, physical, sensory, or a combination of multiple factors. Impairments causing disability may be present from birth or can be acquired during a person's lifetime. The United Nations Convention on the Rights of Persons with Disabilities defines disability as:
long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder [a person's] full and effective participation in society on an equal basis with others.[1]
Disability is a contested concept, with shifting meanings in different communities.[2] It has been referred to as an "embodied difference,"[3] but the term may also refer to physical or mental attributes that some institutions, particularly medicine, view as needing to be fixed (the medical model). It may also refer to limitations imposed on people by the constraints of an ableist society (the social model); or the term may serve to refer to the identity of disabled people. Physiological functional capacity (PFC) is a measure of an individual's performance level that gauges one's ability to perform the physical tasks of daily life and the ease with which these tasks are performed. PFC declines with age and may result to frailty, cognitive disorders, or physical disorders, all of which may lead to labeling individuals as disabled.[4] According to the World Report on Disability, 15% of the world's population or 1 billion people are affected by disability.[5] A disability may be readily visible, or invisible in nature.
"Unique ID for Persons with Disabilities” project is being implemented with a view of creating a National Database for PwDs, and to issue a Unique Disability Identity Card to each person with disabilities. The project will not only encourage transparency, efficiency and ease of delivering the government benefits to the person with disabilities, but also ensure uniformity. The project will also help in stream-lining the tracking of physical and financial progress of beneficiary at all levels of hierarchy of implementation – from village level, block level, District level , State level and National level.

The Comprehensive Program for Persons with Disabilities aims to promote services to all types of PWDs 0-59 years of age and are members of the Self-Help Groups of PWDs. The program focuses on areas of disability prevention, rehabilitation and equalization of opportunities. Empowerment of persons with disabilities is an inter-disciplinary process, covering various aspects namely, prevention, early detection, intervention, education, vocational training, rehabilitation and social integration etc. Apart from resources, it requires dedicated efforts of persons and institutions involved in the process of empowerment. In order to recognise their effort and encourage others to strive to achieve excellence in this field, the National Awards for Empowerment of Persons with Disabilities are being awarded every year.
Till 2017, the Award Scheme was governed under the National Awards Rules, 2013 which provided 7 categories of disabilities as per the Persons with Disabilities Act, 1995. However, with the coming into force of the Rights of Persons with Disabilities Act, 2016 w.e.f. 19th April 2017, the number of specified disabilities increased from 7 to 21 under the new Law. Accordingly, all the 21 disabilities have been included under the National Award Guidelines which have been notified in the Extraordinary Gazette of India dated 2nd August, 2018.
Every year on the occasion of the International day for the disabled persons i.e. 3rd December, the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment confers National Awards on individuals, institutions, states, districts etc for outstanding work done by them in the field of empowerment of Persons with Disabilities. Cabinet approved the proposal of Establishment of National Institute of Mental Health Rehabilitation (NIMHR) at Sehore, Madhya Pradesh in October, 2018 under the aegis of this Department. Total approved cost (both Recurring and Non Recurring) for initial three years is Rs.179.54 crore out of which Rs.105.68 crore is for construction of building of NIMHR. NIMHR has been registered as a Society under the Madhya Pradesh Societies Registration Act, 1973 on 28.05.2019. Construction of the building of the Institute is under progress through CPWD. Meanwhile, the Institute has started functioning from a rented accommodation from 30.09.2019.
Composite Regional Centre for Skill Development, Rehabilitation & Empowerment of Persons with Disabilities (CRCs)
Department has approved setting up of 21 Composite Regional Centres (CRCs) as extended arms of National Institutes. Basic objective of CRCs are to provide rehabilitation services to all categories of Persons with Disabilities (PwDs), train rehabilitation professionals, workers and functionaries, undertake programmes of education and skill development for PwDs and create awareness among parents and the community regarding needs and rights of PwDs. District Disability Rehabilitation Centre (DDRC) is an initiative by the Ministry of Social Justice and Empowerment, Govt. of India, to facilitate comprehensive services to Persons with Disabilities in the rural areas. These units have a group of rehabilitation professions for providing services like identification of Persons with Disabilities, Awareness Generation, Early Detection and Intervention, Provision / Fitment, Follow-up and repairing of Assistive Devices, Therapeutic Services like Physiotherapy, Speech Therapy etc., and facilitation of Disability Certificates, Buss Passes and other concessions/ facilities for Persons with Disabilities.
DDRC’s is a joint venture of Central and State Governments wherein Central Government will establish, initiate, implement the centre for three years involving funding for man power contingencies as well as required equipments and coordination. State Government will provide provision for rent free , well connected building, basic infrastructure, furniture, monitoring and coordination of activities through District Management Team (DMT) Chaired by the District Collector and also identification of implementing agency.

Introduction
The National Trust is a statutory body of the Ministry of Social Justice and Empowerment, Government of India, set up under the “National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities” Act (Act 44 of 1999).
Vision of The National Trust

The National Trust’s vision statement reflects a very changed India for all Indians and is based on a human rights, i.e. UNCRPD, approach. The National Handicapped Finance and Development Corporation (NHFDC) has been set up by the Ministry of Social Justice & Empowerment, Government of India on 24th January 1997. The company is registered under Section 25 of the Companies Act, 1956 as a Company not for profit. It is wholly owned by Government of India and has an authorised share capital of Rs. 400 crores (Rupees Four Hundred Crore only). The company is managed by Board of Directors nominated by Government of India.

The Rehabilitation Council of India(RCI) was set up as a registered society in 1986.On September,1992 the RCI Act was enacted by Parliament and it became a Statutory Body on 22 June 1993.The Act was amended by Paliament in 2000 to make it more broadbased.The mandate given to RCI is to regulate and monitor services given to persons with disability,to standardise syllabi and to maintain a Central Rehabilitation Register of all qualified professionals and personnel working in the field of Rehabilitation and Special Education.The Act also prescribes punitive action against unqualified persons delivering services to persons with disability.
